Can you advance from E3 to E4 while at Great Lakes? Navy Basic Training?

My husband entered boot camp as an E-3 in the Navy. He got an early promote to E4 due to graduating at the top of this cl in engineering school. He reported to his first duty station in June and I believe he was allowed to sew on his stripe early in November of that year after he requested permission from his command but the pay for E4 didn't kick in until the following year. It is rare for that to happen but it can.
