In the short story "The Lottery" by Shirley Jackson, is it suggested that the Lottery is rigged?

I have been taught this story by two different teachers and the first one said that the Lottery is rigged but my current teacher says that it is not. Has anyone else done extensive enough study on the story to know the answer and if it is could you please give the evidence? Thanks.
