How to make a Ultimate Angel chao?

Hello, so it was my intention that to make a ultimate angel chao all you had to do is let it reincarnate twice. and when it evovled good or evil again. it would be ultimate instead. but i did that and it didn't work. I read somwhere that you had to give it all 21 animals but i thought that was for a chaos chao. which i DON"T what! what should i do? thanks a ton!
